Abstract: Japan is one of the countries facing the most serious aging problems. With the increase of the the elderly population, the incidents of elder abuse occurred frequently, which has been a social issue of wide concern. Therefore, Japan clearly defined the meaning, type, and form of expression of elder abuse by enacting the Law of Prevention of Cruelty to the Elderly and Support for the Care and Elder Abuse Response Manual,etc. At the same time, special agencies such as Center Against Elder Abuse and Welfare Service for the Elderly were set up, and effective measures such as “timely decection” and “active intervention” were adopted. At present, Japan has established a topdown countermeasure system and has achieved good results.
