Abstract: Kominkan is a social education and welfare system institution with Japanese characteristic. At its beginning, Kominkan’s duty was only for the social education. But now, Kominkan became the key point of the disaster prevention center, selfgoverning institution, broadcast station of local culture, and the cooperation of culture, art and sport, plays an important role to strengthen cohesion. The Kominkan of Japan can catch the changes of Japan, find out the new problems and issues, and then try to solve these problems within its own charging area. The position, function and the influence of Kominkan in the social welfare system deserve us to study for reference.
