日本免费学前教育政策的运行机制、实施成效与制度张力

The Operational Mechanism, Implementation Effectiveness, and Institutional Tensions of Japan's Free Preschool Education Policy

摘要: 在少子化加剧与教育公平诉求提升的背景下,免费学前教育成为各国重塑早期教育公共责任的重要政策选择。运用新制度主义“规制—规范—文化认知”三维框架分析日本免费学前教育政策,结果表明该政策并非单一的财政扩张工具,而是在法律授权、中央与地方分工、跨部门协同和财政分担等制度与机制协同作用下运行,并在演进过程中逐步形成稳定的制度化逻辑。政策实施有效减轻了家庭育儿经济负担,提高了学前教育可及性,并对教育质量提升和家庭生育预期产生一定积极影响,但制度运行过程中仍呈现财政压力与中央—地方责任博弈、需求变化与区域资源配置不均、机构质量分化以及家庭教育期望膨胀与政策目标偏移等多重结构性张力。

Abstract: In the context of intensifying declining birthrates and growing demannds for educational equity, free preschool education has become an important policy option for countries to reshape public responsibility for early childhood education.Using the three-dimensional framework of new institutionalism—regulative, normative, and cultural-cognitive—to analyze Japan's free preschool education policy, the findings indicate that the policy is not merely a tool for fiscal expansion; rather, it operates through the synergistic interaction of institutional mechanisms, including legal authorization, central-local division of responsibilities, interdepartmental coordination, and fiscal burden-sharing. Over the course of policy evolution, a stable institutionalized logic has gradually taken shape. The implementation has effectively alleviated the economic burden of family childcare, improved the accessibility of preschool education, and exerted some positive effects on educational quality and family fertility expectations. However, the policy process also reveals multiple structural tensions, such as fiscal pressures and central-local responsibility gaming, demand expansion versus uneven regional resource allocation, quality differentiation among institutions, and the inflation of family educational expectations, which may result in deviations from the original policy objectives.
