摘要: 日本经团联《企业行动宪章》自1991年制定以来历经六次修订,其范式从“危机应对型自律”演进为“战略型企业社会责任”,再升华为“可持续资本主义”,核心原则也从“遵守法令”提升至“价值共创”。这一演进并非平滑的线性进步,而是在国际规范与国内危机的双重驱动下,经团联作为“制度企业家”,通过“层叠”与“转化”两种制度变迁机制,选择性地吸纳全球企业社会责任、联合国可持续发展目标等议程,并将其锚定于本土的“企业市民”传统与关系型治理遗产中,最终形成兼具国际话语与日本特色的“混合责任范式”。然而,该范式存在原则模糊性、执行机制脆弱性、精英共识结构性偏差,以及全球话语与本土路径依赖间存在深层张力等显著局限。剖析这一演进过程,不仅揭示了非国家行为体在调和全球标准与本土实践中的能动性与边界,也为理解东亚企业与社会关系的重构及行业自律的制度条件提供了理论参照。

Abstract: Since its inception in 1991, Keidanren's Charter of Corporate Behavior has undergone six revisions.Its paradigm has shifted from “crisis-responsive self-discipline” to “strategic CSR”, and further to “sustainable capitalism”, with its core principles elevating from “legal compliance” to “value co-creation”. This evolution is not a smooth, linear progression but is driven dually by international norms and domestic crises. Acting as an “institutional entrepreneur”, Keidanren selectively absorbs global agendas, such as CSR and the SDGs through two mechanisms of institutional change—“layering” and “conversion”—and anchors them within the indigenous tradition of “corporate citizenship” and the legacy of relational governance, ultimately forming a “hybrid responsibility paradigm” that combines international discourse with distinctly Japanese characteristics. However, this paradigm exhibits significant limitations: principle ambiguity, fragility of enforcement mechanisms, structural bias in elite consensus, and deep-seated tensions between global discourse and domestic path dependency. Analyzing this evolutionary process not only reveals the agency and boundaries of non-state actors in reconciling global standards with local practices, but also provides a theoretical reference for understanding the restructuring of business-society relations in East Asia and the institutional conditions for industry self-regulation.
