日本基础教育援非研究:内容、路径与挑战

Research on Japan's Aid to Basic Education in Africa: Contents, Paths and Challenges

摘要: 基础教育对于确保一个人获得知识、价值观和技能是必不可少的。非洲基础教育发展状况同比世界其他地区,现状令人堪忧。让孩子上学,确保他们至少完成基础教育并获得学习基础,对于建立非洲国家的知识资本和智力资本至关重要。国际协力机构一直以来承担着日本对外援助的诸多事务,自20世纪90年代初以来就着手扩大其基础教育支持,表明其对非洲进行教育援助的方向和重点。日本基础教育援非从重视数学和科学教育援助、关注教师专业发展和培训、支持构建“学校-社区-家长”管理模式的援助内容出发,通过在非建立日式小学、派遣志愿者教学和与世界银行合作的援助路径,表现出了日本基础教育援非面临着日非语言差异、理念价值差异和教育阶段如何衔接分流的挑战。

Abstract: Basic education is indispensable to ensure that one acquires knowledge, values and skills. Compared with other parts of the world, the development of basic education in Africa is disturbing. Getting children to school and ensuring that they complete at least basic education and gain a foundation in learning is critical to building the intellectual capital of African countries. The Japan International Cooperation Agency has been responsible for many foreign aid issues in Japan. Since the early 1990s, it has begun to expand its basic education support to demonstrate its direction and focus on educational aid to Africa. The contents of Japans aid to Africa in basic education include emphasizing aids in mathematics and science education, paying attention to teacher professional development and training, and supporting the construction of schoolcommunityparent management model. This is achieved through the aid paths of establishing the Japanesestyle primary schools in Africa, sending volunteers to teach there and cooperating with the World Bank. Japans aid to Africa in basic education is facing certain challenges, such as the differences in language, distinctive values and concepts between Japan and Africa, and how to connect and differentiate the educational stages.
