Abstract: The “instruction” of modern Japanese “public morality” is the behavior guidance for modern Japanese people to abide by the “public morality” rules and norms, and is reflected in an expression that is easy to remember, easy to understand, and easy to operate. The “instruction” of modern Japanese “public morality” is the product of the promotion of “public morality” of modern Japanese government and is one of the means to implement the national moral education policy of rulers. The “teaching” of modern Japanese “public morality” mainly includes “negative public morality” and “positive public morality”, which admonishes the people to do something and not to do something. The “instruction” of Japan's modern “public morality” is closely linked with other moral “teachings” of morality, because the elements of morality interact and influence each other. The improvement of the overall quality of the people is also the result of the interaction of various moral elements. The “instruction” of Japan's modern “public morality” has played a great role in promoting the overall improvement of Japanese national quality and improving the level of “public morality” of the whole country.
