日本碳税制度的法制化进程及实施效果评析

摘要: 日本碳税制度在近半个世纪内逐步演进,经历了制度酝酿与探索、履行减排承诺背景下的制度优化、“全球气候变暖对策税”的确立及完善、以及碳税制度的稳定运行与政策协同四个阶段,现已形成一套以碳税为基础、多元减排机制联动的复合型碳定价体系。从实施效果来看,短期内日本碳税所发挥的减排作用有限,但通过持续的价格信号传导,该制度在中长期对能源结构转型、企业投资决策及居民消费行为产生了结构性引导作用。总体而言,日本所采取的渐进式制度推进策略保障了制度的长期可接受性与可持续运行。然而,这种稳健取向也形成了制度的实施局限:在较低的税率设计与广泛的豁免安排下,碳定价的统一性与激励力度均受到削弱,导致碳税难以独立承担高强度减排任务,其减排成效具有明显的“依附性”。日本碳税制度的实践经验表明:渐进式推进策略有利于稳定市场预期并引导长期投资;碳税的功能定位应为基础性价格工具而非单一减排手段;发挥碳定价机制的长期激励效果有赖于多元制度协同。

Abstract: Japans carbon tax system has evolved gradually over the past half-century, passing through four distinct phases: the initial development and exploration of the system; institutional optimization in the context of fulfilling emission reduction commitments; the establishment and refinement of the “Global Warming Countermeasures Tax”; and the stable operation of the carbon tax system alongside policy coordination.Today, it has evolved into a comprehensive carbon pricing system centered on the carbon tax and integrated with a variety of emission reduction mechanisms.In terms of implementation outcomes, while Japans carbon tax has had limited emissions-reduction effects in the short term, through the continuous transmission of price signals, the system has exerted a structural guiding influence on energy structure transformation, corporate investment decisions, and consumer behavior in the medium to long term.Overall, Japans strategy of implementing the system incrementally has ensured its long-term acceptability and sustainable operation. However, this cautious approach also imposes limits on the systems implementation: with low tax rates and broad exemptions, the uniformity and effectiveness of carbon pricing are both weakened, making it difficult for the carbon tax alone to shoulder the burden of ambitious emission reduction targets, and resulting in emission reduction outcomes that are clearly “dependent” on other measures.Practical experience with Japans carbon tax system shows that a gradual implementation strategy helps stabilize market expectations and guide long-term investment; the carbon tax should be positioned as a foundational pricing tool rather than a standalone emissions reduction measure; and the long-term incentive effects of the carbon pricing mechanism depend on the synergy of multiple policy systems.
