In recent years, Japan has adopted an “active attack” policy to actively promote the overseas development of agriculture, forestry, aquatic products and food.To this end, the government has promulgated a number of related policies, including the “Global Food Value Chain Strategy”, and formed a multilevel and multifield “combined” support policy system. The strategy has the characteristics of emphasizing the implementation concept of both government and people, the coordination of basic and regional strategies, the linkage between bilateral government economic cooperation mechanisms and private investment, and the “bundled” export of hardware such as products and equipment, and software such as management systems.

This paper examines time series features of the fluctuation of Japanese economic policy uncertainty, using the micro data of Janpanese listed companies and an empirical model to analyze the influence of Japanese economic policy uncertainty on enterprise R&D. The main conclusions are as follows: Firstly, the increase of Japanese economic policy uncertainty has a negative impact on enterprises R&D; Secondly, the influences may vary due to industry differences; Thirdly, different economic policy uncertainty has different kinds of impact on Japanese enterprises R&D activities.The increase in the uncertainty of trade policy and financial policy has negative effects on enterprises R&D activities, while the increase in the uncertainty of fiscal policy and exchange rate policy will stimulate R&D. Compared with Japan, Chinese enterprises have less experience in R&D management and weak risktaking ability. The government should pay more attention to avoiding the wild fluctuation of economic policies, creating a good market environment, and taking effective measures to support enterprise innovation activities.

Faced with Japans longterm deflation and weak economic growth, the Bank of Japan initiated QQE: the Bank of Japan continued to increase base currency, adopted negative interes tratepolicy, implemented yield curve control, and guided public expectations. Since the implementation of the policy, the time limit of inflation target has been delayed repeatedly. Although the policy improves the economic situation in the short term, it is also interfered by the global market and other countriespolicies. The poor transmission mechanism of monetary policy, the lack of stable expectations, aging population with fewer children, and the mutual restriction of fiscal and monetary policies all affect the economic effect of monetary policy.

After World War II, Japanese has achieved fruitful results in local historical studies targeting a certain administrative region or a historical region. During the early postwar period, in order to clear the influence of “Kōkoku shikan” and satisfy the needs of history education, the academic circles began to promote the study of local history. The establishment of the Local History Research Council provides a platform for collaboration between different regional history researchers. The study of local history in the early postwar period criticized the study of local history before the war, and then took historical materialism as the basic theoretical framework, focusing on the study of social economic history. The study of local history in Japan developed rapidly around 1970. Local history research associations were established one after another. Great achievements have been made in the fields of excavation, preservation, and public activities of local historical materials.Methods and theories have also formed a certain system. Since the end of the 1980s, local history research has changed a lot in terms of purpose, method, and perspective. It also gradually liberated itself from the status of being attached to the overall history, and became more selfreliant. Nevertheless, there were also many problems, such as the onesidedness in data collection and mixed quality of research.

Soka Gakkai, one of the new religion groups in Japan, inherited “Rissho Ankoku ron” the idea of political and religious unity from Nichiren Shoshu, and zealously carried out political activities in the relaxed democratic and ruleoflaw environment after World War II , establishing Komeito in 1964. The relationship between Soka Gakkai and Komeito has experienced four periods: Period of political and religious unity led by the religious group (1964 to 1969), Period of separation of church and state (1970 to the early 1990s ), Period of the religious group becoming a tool of the partys struggle ( the 1990s ), Period of conservatization of political party and the centralization of religious group ( 2000present ). From the 1970s, the policy of Komeito gradually deviated from the religious ideology of Soka Gakkai. The change of the relationship between Soka Gakkai and Komeito shows that from postwar democratization to politics and religious pluralism, religious forces still have profound influence on Japanese politics. At the same time, the essential attributes of political parties determine that religious parties must take the political power as the highest goal. In the complex political struggle, the political opinions of religious parties often conflict with religious ideas and form the reaction force to their maternal group.

Reading is handed down from generation to generation, the Ooe family became the nobility by the advantages of learning.Eventually became an eminent family and cultural kindred in the Heian Period. The study of the Ooe family is not only beneficial to analyze the reasons for the success of the Ooe familys Imperial Examination, but also to grasp the internal relationship between the Ooe family and the characteristics of the Japanese Imperial Examination, and to tap the source of the Japanese society where the Imperial Examination cannot be rooted.

For cross-border groups, the policies of emigration and immigration have a profound impact. Before cross-border behaviors occur, the impact of the policies of the country of emigration is greater than those of the country of immigration. After cross-border behaviors occur, the opposite is true.The sound policies of the immigrant countries help cross-border groups to realize cross-border behavior. The more attractive the policies of the immigrant country, the stronger the motive for cross-border immigration behaviors. The basic premise of an immigrant country is that the immigration behavior of cross-border groups will bring benefits to the country. With the continuous intensification of the aging problem, Japan has been forced by population pressure to ease the immigration policy of cross-border groups. The immigration of cross-border groups not only brings national benefits to Japan, but also causes potential social crisis.The Japanese government has adopted a multilingual policy to alleviate the negative impact of cross-border groups, stabilize integration, and reduce the mutual exclusion between cross-border groups and their own groups.

Metaphor is a basic mode for human beings to understand the objective world. When different languages understand or talk about the same thing, they often face the choice of different cognitive models. This paper takes the usage of Japanese “nagare” and “nagareru” as an example, and tries to analyze the differences between Japanese and Chinese in the conceptualization of nouns from the perspectives of “the scope of metaphor” and “the depth of metaphor”. The study finds that although Chinese can also use fluid metaphor or to metaphorically represent nouns such as “time”, this thinking mode is a basic cognitive mode in Japanese, so abstract nouns such as “politics”, “story”, “competition” and “silence” in Japanese are based on fluid metaphor. Through the contrastive study between Japanese and Chinese, we can see that it is a remarkable feature that Japanese differs from Chinese to think about objective things by means of fluid metaphor.

The Japanese era name was originally selected from ancient Chinese classics, its been a tradition for over a thousand years. However, the era name “Reiwa” was chosen from Japanese classic instead of classical Chinese literature. Behind this change lies the nationalistic activities of the Japanese rightists. Theyre trying to “desinicize” on this issue to implement rightist nationalistic policy. In addition, the “desinicization” of the era name is also a political exchange between Abe and the rightwing organization “Japanese Conference” on constitutional amendments and other issues. However, the rightists strongly advocated the legalization of the era name to preserve Japanese traditions, and then changed the tradition by promoting the era name from “national book”. This reflects their cultural and political difficulties.

After the Cold War, the development cooperation between China and Japan in the Mekong River Basin can be divided into three phases, namely, Phase 1.0 (basic cooperation) starting in 1992, Phase 2.0 (mature cooperation) starting in 2013, and Phase 3.0 (new breakthrough cooperation)starting in 2019. From the perspective of development and the development theory, this study aims to explore how China and Japan carry out development cooperation in the Mekong River Basin, why there are different cooperation emphases in various development phrases, and what is implied by the continuous improvement of these cooperation emphases through comparing the different modes of cooperation in terms of mechanism, foreign aid, and soft power. This will facilitate a clear understanding of the process of change in the development cooperation between China and Japan in the Mekong River Basin from Phrase 1.0 to Phrase 3.0, in order to shed some light on the development cooperation projects of the international community.

The huge government debt problem in Japan has always been a hot topic in the academic circles. From the perspective of Japans fiscal budget concept, an analyzes this issue is conducive to a deep understanding of the causes of Japans fiscal difficulties. As an important economy in the world, Japan has experienced a rapid development after the war and then an economic downturn. Correspondingly, its fiscal budget concept has undergone four stages: balanced budget concept, cyclical budget balance, neoliberal fiscal concept, and a return to Keynesian fiscal concept. Japans fiscal budget concept and the experience and lessons learned in the process of fiscal policy practice have certain implications for Chinas fiscal policy formulation and economic development.

In 2015, the Japanese government upgraded its cognitive disorders policy to a national strategy, formulated a “comprehensive strategy for promoting cognitive disorders policy” (the New Orange Plan), and further improved the plan in 2017. According to the New Orange Plan, local autonomous bodies constructed a comprehensive community care system for the elderly with cognitive disorders, providing comprehensive medical, nursing, nursing prevention and life support services to enable them to spend their old age safely in their familiar communities. In order to protect the rights and interests of patients with cognitive disorders, the Japanese government established an adult guardian system, actively trained public guardians, and guaranteed the elderly with cognitive disorders to receive medical treatment and care at ease. Family members of cognitive disorders spontaneously organized “Cognitive Disorders Family Club”, and nongovernmental organizations set up various “Cognitive Disorders Cafes” with the support of the government to promote communication between cognitive patients and their families, relieve the burden of care, and form a social support network involving cognitive patients and their families, government, nongovernmental organizations and medical and nursing institutions.

With the continuous prolongation of the average life span of human beings, the cognitive disease, which is a great threat to human health, has increasingly become an important issue of national and social governance in the world. On June 18, 2019, the Japanese government deliberated and approved the “cognitive disease implementation program”, which established five strategic pillar policies based on the opinions of all cognitive patients and their families. So far, cognitive disease has officially become a part of Japans national strategy, rather than just as an “action plan”. Japans exploration of Geriatric Cognition and national strategic awareness can serve as an important “mirror”. Why Japan should pay attention to Geriatric Cognition at the level of national strategy, as well as the formation process and specific direction of the strategy, are all worthy of the attention of the Chinese academia.

The rapid aging of population and the development of urbanization are important problems faced by many countries including Japan and China. Under the challenge of the parallel development of aging and urbanization, on the one hand, urban governance needs to plan supporting infrastructure and service facilities for the elderly in advance; on the other hand, the increase of the elderly population entails more perfect pension and medical services and comprehensive social support. In the process of managing the aging cities, Japan not only responded positively to the challenge with the concept of active aging, but also made some beneficial explorations and experiments from the aspects of “healthy gatekeepers”, “lifelong learning and social participation” and the promotion of old friendly cities. The experience of Japans active aging city construction has important implications for the improvement of China's urban pension system, the promotion of modern urban governance, and active response to population aging.

There are many different opinions about the concept of “count” in China, and it is not easy for people to deeply and intuitively understand what “count” is. Especially on the issue of its important related concept “public prosecution facts”, domestic literature not only uses terms inconsistently, but also uses expressions like “case facts”, “criminal facts”, “crime constitutes facts” and “count facts”, etc., which have not been clarified, further increasing the difficulty of understanding the theory of “count”. In domestic context, on the basis of constructing the abovementioned concept system, “count” can be understood as the conviction opinion, and its factual basis must be stated in the indictment in order to distinguish it from others when prosecuting a person who has done something and is suspected of committing a crime. In the future, the practice of determining the object of criminal trial in continental law countries should be collectively referred to as “the system (mode) of the same facts as public prosecution”, and the old school theory of Japan on the object of criminal trial should be collectively referred to as “the object theory of the same facts as public prosecution”.

With the standoff between the United States and Iran and the rising tension in the Middle East, Japan Maritime SelfDefense Force has sent troops to the Middle East to collect intelligence at the start of 2020. Prime Minister Abe has presided over the decision of sending troops alone based on the approach of balanced diplomacy. The decision reflected both the continuity of Japans sending troops overseas in the postCold War era and the breakthroughs in the areas of legal basis, USJapan alliance, and policy approach. By sending troops to the Middle East, the Abe cabinet aims to achieve multiple strategic objectives. Overall, it is a decision more of symbolic significance than of concrete effects.

Due to various factors, Japan‘s local councils have always faced problems such as limited power, ineffective performance, and poor public perception. The Decentralization Reform has created favorable conditions for the local council reform. The changes in the local political and economic environment in the 1990s further forced the councils to reform themselves. The basic regulation on council has been enacted by the local councils to regulate the basic affairs of local councils. The basic regulation on council is not only an important achievement of local council reforms, but also a blueprint for the reforms with legal protection. One of the most important contributions of the Meiji Restoration is that,through institutional innovations conductive to technology import, it initiated the Japanese Industrial Revolution, promoted the process of industrialization, and laid the foundation for the advancement of industrialization.Among them is the complication of the Japanese Commerce Code through the transplantation of the Western mode by the Meiji government. Under the influence of familism, Meiji legislators adapted Western company law in favor of the wealthy family community, adjusting the relevant terms of general partnership company, limited partnership company and stock companies. The regulations on the corporate governance structure are in line with the xenophobic claims of property ownership by the major shareholder, the “Zaibatsu family”, and provide legal protection for strengthening the Zaibatsu familys control of the family business. The form of organization of general partnership company, limited partnership company and stock companies under the organic combination in Zaibatsu structure has realized the requirements of the limited ownership and liability of the Zaibatsu families. Under the guidance, protection and support of the Commercial Law, the formation and gigantism of Zaibatsu has made up for the two major shortfalls of Japan as a latecomer country initiating industrialization—the lack of primitive accumulation of capital and the lack of industrial systematization. The Japanese Zaibatsu can be considered as the institutional substitution for the shortage factors in the process of Japans industrialization. Although the Zaibatsu system could lower the cost of Japanese industrialization, the social cost of it could not be ignored.

In the process of carrying out the mainland policy in modern Japan, “the TwentyOne Demands” is an important practice of Japans “Keep North and Go South” invasion of China. Following the failure of the Okuma Cabinets armed invasion of China, the Terauchi Cabinet transformed its strategy,vigorously pursued economic invasion of China centered on the Nishihara loans, and collected a large number of new rights which had not been obtained by “the TwentyOne Demands”. Emperor Akihitos abdication in 2019, which marked the end of the Heisei era, has been a complicated issue for Emperor Akihito himself, the Abe administration and Japanese people. In appearance, the government prioritizes the Emperors wish and public opinion but had to make a concession and mediate between the Emperor, the conservative party and the public opinion. Public opinions are in favor of the Emperor, but tend to avoid an discussion on the issue of the symbol emperor system. Emperor Akihito, who respected the postwar constitution and royal tradition, is suspected of breaching the constitution and royal tradition. While much importance has been attached to “public opinion”by all sides, there has been a lack of due attention to the fundamental question - Is the public supportive of the Emperor himself, or the symbol emperor system?Public opinions should be respected, but not to be used selectively. As the continuation of prewar Japans system of government, the symbol emperor system matters not only to the past but to the future of Japan, and therefore is a problem that should be addressed properly by the Emperor,the government, and the public.

How Nishida Kitaro’s philosophy inherited NeoConfucianism is a grand topic.In fact, the theory of “the investigation of things and the extension of knowledge” was the starting point of Zhu Xis establishment of his NeoConfucianism system, and Research on Goodness established the unity of subject and object that ran through the different stages of NisidaKidaro‘s thoughts. Both ZhuXi Study and YangMing Study took the unity of heaven and humanity as the basic premise, but the starting point of learning lay in the two ends of “investigating things” and “the rediscovery of conscience”. In Nishida Kitaro’s later years, he paid more and more attention to the thought of “things” in the real historical world, which had begun to appear in the stage of Research on Goodness. Although he held the position of the unity of subject and object, he had been trying to overcome the tendency that Research on Goodness was misunderstood as psychologism or consciousness. In epistemology, he emphasized abandoning the subjective assumption of self and being consistent with the nature of things.Therefore, at least in terms of realism, the pure experience position established in Research on Goodness is closer to the theory of “the investigation of things and the extension of knowledge” of ZhuXi Study. In his later years, he also cited Zhu Xi‘s “investigating things”explanation to support his logical construction of the real historical world and ensure the objective authenticity of his thoughts.

Under the social crisis in the early Taisho Period, Tanaka Chigakus theory of Nichirenshugi Kokutai combined the myth of the founding of Japan with the Lotus Sutra by Nichirens Buddhist idea, which advocated emperor worship and Japan centralism. Focusing on Tenno and Japan, the theory of Nichirenshugi Kokutai formed a kind of logic supporting absolute authority of the Tenno and beautifying the war of foreign aggression. Since the economic bubble burst in the early 1990s, Japan has not achieved real economic recovery. After 2013, Japan has a low level of longterm economic boom, but in the second half of 2019, Japanese economy began to take a downward turn. The sudden severe COVID19 pandemic has seriously damaged Japans economy, and made it even worse. The direct impact of COVID19 on Japans economy is that it has important negative effects on Japan's tourism industry, air transport, hotel, catering industry and exhibition industries; the indirect impact is that the the contraction of global economy and the break of industry chain cause the reduction of foreign demand and the stagnation of domestic production in Japan. With COVID19 epidemic waning, Japans domestic economy is on the mend, but it is still in an extremely serious situation. Moreover, the UScentric epidemic spread is still very grim, and is far from over. The world economy is expected to continue to decline. Looking to the future, Japans economy in postepidemic era is facing many challenges, and the prospect is not bright. Japans economy will shrink by about 5% in 2020, and it will fully recover to the level before the epidemic after 2022. In the medium and long term, with the progress of superaging society, the fiscal position will continue to deteriorate, labor shortage will increasingly become a restriction factor, the hopedfor potential economic growth may not arrive, and slow decline of Japanese economy is difficult to change.

Since the Meiji period, cholera has been rampant in Japan several times. In 2010, when “MUEN death” broke out in Japan, the Japanese academics almost regarded the essential problem of it as disintegration of the traditional community. Admittedly, since 1980s, Japanese single and solitude population has increased. It seems that the conclusion made by the Japanese scholars is absolutely right. However, an indepth analysis of the data will reveal that the Japanese singles do not originate from divorce, but from being unmarried. If the establishment of a marriage relationship means the rebirth of the family community, then being unmarried does not mean the disintegration of the family community, but that the family community is not reborn. In addition to blood ties, the Japanese traditional community based on geographical and industrial ties also exposes the problems it faces because of the phenomenon of “MUEN death”, but whether it can be called disintegration needs to be reconsidered. Disintegration or regeneration? Through analysis of Japanese official data, this paper finds that the fundamental problem reflected in the phenomenon of “MUEN death” in Japan is not the disintegration of the traditional community, but the dilemma of community regeneration.

With completion of the Okinawa negotiations between Japan and the United States and the easing of SinoUS relations, Satōs cabinet began to adjust its policy toward China, intending to achieve the strategic goal of “resuming diplomatic relationship with China”. However, Satōs cabinet can not break the shackles of the United States, and also refused to change the wrong policy about Taiwan, which led to the failure of his policy adjustment and also signified the complete failure of the Japanese principle of “Separation between Politics and Economy”. Under the historical background of the normalization of SinoJapanese diplomatic relations, Satōs failure made the Japanese public understand Chinas adherence to the principle of resumption of diplomatic relations. Besides, its policy adjustment objectively eased the tension between China and Japan, and recovered bilateral relations partly.

In the early Edo Period in Japan, with the rise of Zhuxi's Philosophy, the Ancient Studies scholars headed by Soko Yamaga were opposed to it and advocated returning to the primitive Confucianism. Generally speaking, Confucianism is referred to as the ways of Confucius and Mencius, namely, the thoughts of Confucius and Mencius, but what Soko Yamaga advocated is a retreat into primitive Confucianism professed by Zhou Gongdan and Confucius. Thus it is worth studying Soko Yamagas way of looking at the thoughts of Mencius. To figure out this, the author made very detailed analysis on relevant texts, including the Hiradoshi Yamagake manuscripts collected in the Yamaga Sekidobunko of National Institute of Japanese Literature, Yamaga Soko Zenshu published by Iwanami Hyoten, and Interpunction of Four Books published by Yamaga Soko Sensei Zenshu Kankokai.Based on the above text analysis, the Mencius image in Soko Yamagas philosophical thought was clarified. Then, the author made a further comparison between the thoughts of Soko Yamaga and Mencius, focusing on their ideas of Destiny and Minben Thought, which is of great meaning in understanding the revision and criticism made by the scholars in early Edo Period in their acceptance of Confucianism.

The COVID-19 epidemic has had a major impact on Japan's society, economy, and politics. At the same time, due to the severity and global characteristics of this epidemic, Japan's international environment is also facing great uncertainties. Japan's response to the epidemic reflects a highly selfdisciplined society and its national characteristics, resulting in mixed effects though. The epidemic has also brought both opportunities and challenges to SinoJapanese relations. On the one hand, the mutual assistance in the early stages of the epidemic has greatly helped improve the feelings of the people of the two countries, which have been sluggish in recent years. The willingness to cooperate in nontraditional security fields like public health has increased, and the consensus on how to adjust and strengthen bilateral and regional economic and trade cooperation has gradually formed during and after the epidemic. At the same time, the structural contradiction between China and Japan has not been eliminated by the epidemic, and even appears as a negative factor in the epidemic. The continuous deterioration of Sino-US relations has added more uncertainty to Sino-Japanese relations for the postepidemic period. Generally speaking, the trend of improvement in Sino-Japanese relations in recent years has not changed its basic direction despite the epidemic. This paper analyzes Japan's diplomatic choice in the context of postCOVID-19 SinoUS relations from the perspective of East and West relations. Postepidemic Sino-US relations have increasingly shown the characteristics of the antagonistic relationship between the East and the West. The West has always had a strong sense of superiority over the East, and even often showed a hostile attitude. However, in this epidemic, the West did not perform well. The United States, the leading western country, is ineffective in governance,and was in chaos. To divert domestic discontent, the U.S.began to stigmatize China, leading to the deterioration of SinoUS relations. At present, the COVID-19 epidemic has an important impact on the international political situation and then, a complex impact on ChinaJapan relations. The epidemic has a positive and negative effect on the world situation and globalization. It has caused a major negative impact on the global hegemon, namely, the United States, and has complicated majorcountry relations and intensified geopolitical games. On the whole, these changes of macro environment have a significant negative impact on China-Japan relations. In the face of the epidemic, there are some shortterm positive factors for ChinaJapan relations. First of all, joint cooperation in fighting COVID19 and emergency response has partly improved the mutual understanding and national sentiment between China and Japan. Second, it has promoted closer cooperation between China and Japan to reinvigorate their economies, which have been hit hard by the epidemic. Third, China and Japan have increased consensus and mutual understanding on the international situation. But at the same time, the epidemic has disrupted exchanges between China and Japan at all levels, seriously disrupting the pace of warming relations between the two countries. In addition, the changes in Japan's strategy under the epidemic have caused frictions and setbacks in China-Japan relations. First of all, the adjustment of Japan's economic security policy has an impact on bilateral economic and trade relations. Secondly, the renewal of Japan's security and defense policy hinders the construction of a constructive security relationship between China and Japan. In this context, China and Japan should take the opportunity of COVID-19 cooperation to improve mutual understanding, promote global governance and regional cooperation, and deepen economic integration, and continue to write a new chapter in China-Japan relations in the new era.

Since 2010, Japan’s “National Defense Program Guidelines” has gone through three editions of amendment, and its main changes in contents can be reflected in the following aspects: emphasis on the threats from China; emphasis on multidimensional integrated defense upgrading from the defense concept; the strategic layout that combines traditional space including land, sea and air with new fields like space, cyberspace and electromagnetic waves based on the continuation of “one body and two wings” idea; more attention to strengthen the capabilities of SelfDefense Force. On the one hand, Japan’s goal is to achieve its “political power” strategy and meet the demands of domestic interest groups. On the other hand, the pressure exerted by the United States and the changes in global security environment have also forced Japan to make some adjustments. Under the guidance of National Defense Program Guidelines, Japan has adopted a series of measures, such as developing military forces while catering to the US strategy, vigorously rendering the Chinese threat theory, strengthening the “2+2” cooperation mechanism, promoting the constitutional amendment process, and conducting military exercises with other countries frequently, etc. Therefore, while giving full affirmation to the adaptability of Japan’s action, we should also be alert to the real motivation behind Japan’s frequent revision of National Defense Program Guidelines.

The“think tank network concept” published in March 1999 became the basic indicator of the party’s think tank construction, and “the networking of think tanks, i.e., the creation of a think tank network” has become the basic direction of the party’s think tank construction. The Democratic Party must create its own policy system, information collection system and citizen policy participation system through the think tank network. After the exploration and practice of “Think Tank Network 21 Institute” and “Think Tank Network Center 21”, in 2005, a “public policy platform" named after the Democratic Party’s think tank was established. This paper aims to take the role of the Democratic Partys think tanks in power as a research perspective, summarize the experience and lessons of the Democratic Party’s think tank construction, and provide typical cases for the construction and development of party think tanks. Constructing think tanks is the right choice for the Democratic Party, which intends to seek power and lacks policy resources.Party think tanks must insist on its political nature of serving the interests of the party.In addition to policy support, think tanks also play a role in supplementing the lack of power and resources of the Democratic Party.Funds and talents are also important factors that restrict the development of party think tanks, but the development of party think tanks is more likely to be influenced by the political ideas of party leaders.

In recent years, under the guidance of the “Indo-Pacific Concept”, Japan’s actions in the South China Sea have been gradually upgraded. Japan’s strategic move to participate in the South China Sea dispute has actually become a concrete manifestation of Japan’s containment of China and the pursuit of the “Indo-Pacific Ocean Order” dominance. Japan’s South China Sea policy is becoming a key part of Japan’s “Indo-Pacific concept”, an important starting point for Japan to promote the diplomacy of major powers and strengthen maritime security cooperation with the United States, India, and Southeast Asian countries. Japan’s strong involvement in the South China Sea dispute not only interferes with the establishment of trust between China and ASEAN countries, but also increases the difficulty of China’s peaceful settlement of the South China Sea dispute, adding new obstacles to peace and stability in the South China Sea. In the postepidemic era, Japan will further intervene in the South China Sea dispute. As the process of consultation on the South China Sea Code of Conduct between China and ASEAN countries accelerates, Japan’s involvement in the South China Sea dispute will also speed up. Moreover, Japan’s involvement in the South China Sea dispute is showing a bad sign that Japan has listed the South China Sea dispute and the East China Sea issue as a contradiction that needs to be resolved between China and Japan. Japan’s positioning of the South China Sea dispute will exacerbate China-Japan strategic mutual suspicion. The establishment of Sino-Japanese relations in the new era creates new obstacles.
