摘要: 冷战结束后,日本以东京非洲发展国际会议为支柱,以经济援助为主要手段,不断强化对非经济外交。特别是近年来,强调官方援助和民间投资并行,逐步由援助非洲转向投资非洲,加紧争夺非洲市场;通过强化与非洲国家的经济联系,推动政治和安保合作,提高其在非洲大陆乃至整个国际社会中的存在感和话语权;对中国从政治和经济两方面进行牵制和围堵,抗衡中国的姿态更加显著。梳理日本对非经济外交的演进历程和动态趋势,有助于明晰对非战略中的日本因素,并予以积极应对。

Abstract: Since the end of cold war, Japan has used the Tokyo International Conference on African Development as the pillar, and economic aid as main instrument, to strengthen the economic diplomacy toward Africa continuously. Especially in recent years, Japan emphasized ODA and private sector investment in parallel, and encouraged a further shift from aid to investment in Africa, aiming to speed up the capture of African market.By boosting economic ties, Japan intended to promote political and security cooperation for improved presence and discourse power in African continent and even in international community.The stance to counterbalance China politically and economically become quite significant. A review of the evolution and possible trends of Japan’s economic diplomacy toward Africa is helpful for us to clarify Japan’s role in our African strategy, and to respond more actively.
